An Infrastructure Costing Master Plan could be coupled to ABC's infrastructure expansion programme and rather than approach infrastructure on a site by site basis, the purpose of this study shall be to provide ABC with a holistic view of infrastructure elements that require serious cost due diligence to obtain the best possible outcome throughout the project.

To provide a technical document which is a pre-cursor to the ABC initial Identification (Concept) Studies, which would provide ABC with a preliminary review of all issues; any constraints and also possible option streams that could be evaluated prior to further  Study phases.

Additionally, these initial Studies would identify the relevant Stakeholders; consolidate any relevant existing data and documents; prepare a preliminary Valid User Requirements Specification; an outline of a Design Criteria Specification Cost and broadly identify statutory regulations and community issue costs that may impacted against these proposals.
